FTP task failed if folder didn't exist on FTP server. (Feature #368)

Description

This looks like a Bug, but bug not possible to report - Affected version required, but combobox is empty.

Here is a ccnet.config fragment:

<action>UploadFolder</action>
<description>This suppouse to upload a folder with produced DLL's to CruiseControl FTP server.</description>

FTP-server is a local Microsoft IIS7 FTP.
Root folder on FTP-server have only one empty subfolder - "Integration". Folder "Dummy2" - didn't exist.
This cause an exception on server and 550 error reported.

I assume that the proper behaviour for action "UploadFolder" would be to create required path and get specified folder uploaded.
